Take-Two Interactive Software announced plans for the movie adaptation on Friday.
"Gore is an avid video gamer and true fan of 'BioShock,'" Christoph Hartmann, president of Take-Two's 2K Games label, said in a statement. "That was extremely important to us in deciding to move forward with this project."
According to Take-Two, the film will be released by Universal Pictures and Verbinski will direct and produce.
Screenwriter John Logan, who previously worked on "Gladiator" and "Sweeney Todd" is in talks to pen the script.
A release date has yet to be announced.
"BioShock," a first-person shooter game, revolves around an underwater utopia overrun by mutated creatures and mechanical drones.
The game has sold more than two million copies since hitting stores last August, and a sequel is forthcoming.
