Britney Spears has been placed on the fashion police’s most wanted. The pop starlet has topped Hollywood’s annual worst-dressed list, compiled by fashion designer Mr. Blackwell.

Spears has appeared on Mr. Blackwell’s list for the last five years; this time he called the singer an “over-the-hill Lolita.”

Also making the list this year were Mary-Kate Olsen, Jessica Simpson, Eva Longoria, Mariah Carey, Anna Nicole Smith, Shakira, Lindsay Lohan, Renee Zellweger, and Paris Hilton. Blackwell called 2005 a year of “couture chaos, wardrobe wrecks and stylistic sleaze.”

Blackwell’s list is known for poking fun at the world’s biggest celebrities (and fashion disasters).

In his report, Blackwell called Simpson a “cut-rate Rapunzel slingin’ hash in a Vegas diner,” while Zellweger looked like a “painted pumpkin on a pogo stick.”

Sounds harsh but Blackwell also praised the “effortless beauty and memorable style” of Reese Witherspoon, Nicole Kidman, Kate Moss, Scarlett Johansson, Natalie Portman, and Dionne Warwick.
